In July 2019, Cal/OSHA issued emergency regulations designed to protect outdoor workers from the dangers of wildfire smoke. Data obtained by The California Newsroom shows those rules are rarely enforced. Below are the estimated number of outdoor workers in the state's ten top agricultural counties, the number of days when workers were exposed to unhealthy air during peak wildfire season, from the day the regulations went into effect in July 2019 to October 2021, and the number of businesses cited for breaking the law. In most cases, that number was zero.
