While NJ has cut the rate of maltreatment in half, Philadelphia and PA's rates remain steady

Maltreatment rates are a reliable measure for how well an agency cares for foster children. Numbers are for every 1,000 children in the population.

Maltreatment rates are calculated by comparing the percent of substantiated reports of maltreatment within a child welfare system's population (whether they are in foster care or receiving at-home services) and the population of children.
