The number of people serving time in Oregon’s prisons has dropped to the lowest level in a generation, a trend linked to multiple factors: A dramatic slowdown in the criminal justice system due to the pandemic and major policy shifts over the past decade have meant fewer people are going to prison or serving time as long, said Michael Kennedy, a senior economist with the state. Commutations also played a role in recent prison population trends, he said.
