Almost 30% of new Texas teachers hired last year had no certificate

Since the pandemic, the share of teachers hired in the state without teaching certificates has grown from about 10% of all new hires in the 2018-19 school year to nearly 30% in 2022-23.

Definitions:
Standard certified: teachers who hold obtained a certification from traditional or alternative certification, and begin teaching with a year or more of certification
Out of state certified: teachers who hold either a standard or temporary certification from another state or a visiting international teacher
Re-entry: previously employed teachers of record who return after a break in employment
Emergency permit: teachers with a temporary certification issued by the State Board for Educator Certification
Previously part-time: teachers previously certified less than half time. and now employed full-time
