From the report: “Problem behaviors” = someone lying down on sidewalk or street, reacting to internal stimuli in a way that is causing public consternation, walking through street without regard to traffic, no attempt at hygiene, inappropriately clothed for the weather, exposed genitalia, public hoarding, lack of awareness of surroundings, public defecation. “Problem vehicles” = vehicles that are either abandoned or missing major components such as windshields, doors, or major engine parts.
