(1) Symbols placed higher on the vertical axis represent higher spending. (2) Larger symbols correspond to larger school districts. (3) A star indicates superior academic performance (see notes below for criteria). (4) Syracuse is highlighted with a circle.

Stars: districts that surpassed the New York State average in both English AND Mathematics proficiency. Diamonds: districts that exceeded the state average in either English OR Mathematics. Circles: districts that scored below the state average in both subjects.
