Big departments with persistent vacancies -- like Facility Maintenance and the Honolulu Police Department -- would see some of the highest proportions of cuts to their vacant position funding. Some departments, like the Department of Human Resources and the Department of Environmental Services, would see no vacancy funding cuts at all.
