Jurisdictions have been required to conduct a biannual homeless census since 2007 to receive federal funding for homeless services. The way the count is done has evolved over time so year-over-year comparisons aren't perfect. For example, Clackamas County added additional survey locations in 2025, which accounts for some of the increase since 2023. However, trend lines found in the data should be broadly accurate. The count was paused during the pandemic.
