Note: We identified the city with the lowest in-to-out move ratios across the nation's largest metro areas, based on the ratio of 2025 planned moves in vs planned moves out. A ratio under 1 suggests more people are moving out of a given city. Four states are omitted because they do not have a city with a in-to-out ratio less than 1. 

The data was collected from moveBuddha's Moving Cost Calculator between January and October 2025 for moves planned in 2025. For home values, we used Zillow data (October 2025).
