Who is on track to hit their housing targets?
The 20 California cities and counties with the highest total state-set housing need allocations. A city halfway through its planning cycle will be "on track" to meet its target in a given income category if it has permitted exactly half of its allocated housing units.

Only five are hitting their "above moderate" housing numbers: San Diego, Bakersfield, Irvine, Ontario and Fontana). None are on track to hitting their "very low," "low" or "moderate" numbers and many have permitted 0% of those targets.
