An Unprecedented Rise In Release Petitions

The Eastern District of Pennsylvania, the Philadelphia-area federal court, used to review a handful of habeas petitions filed by detained immigrant every year. That changed in fall of 2025 with ICE's mandatory detention policy, which judges unanimously rejected.
