However, many states will caution against that interpretation due to issues such as prioritizing the use of state funds for smaller projects and not documenting biking and walking improvements that are part of larger projects.
The percentage change is based upon comparing 3-year averages. Total obligated funds for each state were provided by FHWA over email.
