State lawmakers introduced at least 95 bills in 2019 related to plastic bags. Most of these bills would ban or place a fee on plastic bags. Some would improve bag recycling programs. Others would preempt local governments from banning single-use plastic bags. California and Maine have both a ban and labeling, recycling or reuse programs.
