Pandemic 'bridge' funds lower in east, north St. Paul

St. Paul and Ramsey County gave away more than $12 million in emergency assistance to 1,300 small businesses hit hard by pandemic shutdowns. Despite efforts to be fair, well-connected and more affluent neighborhoods seemed to fare better.

*The City of St. Paul had two rounds of funding; this is the total of both rounds. Fourteen businesses that received city funds worth $120k did not have addresses.
