For Philadelphia Area, a Long Way From Reopening

Under Gov. Tom Wolf’s plan, the first step for a county to enter the “yellow” phase of loosening restrictions is for the 14-day average of cases to be fewer than 50 per 100,000 residents. As of April 23, Philadelphia’s average was 523.
