Just 1.15 percent of all U.S. car sales were electric vehicles in 2017, according to the Auto Alliance. Ten states have adopted California's Zero Emission Vehicle mandate, which puts the onus on automakers to make sure a certain portion of all their U.S. car sales are ZEVs. Colorado, which is not part of the mandate, ranked fifth highest rate nationwide for the ZEV sales in 2017.
