Washington Corrections Center's Inmate-to-Counselor Ratio Isn't an Outlier 

Classification counselors are responsible for coordinating many basic steps of the release planning process. The number of inmates per counselor can vary substantially over time and from facility to facility, and those ratios do not nearly match delayed release patterns.
