Notes: Tax expenditures, also called tax breaks, are deductions, credits, exclusions, and preferential rates. The estimates for tax do not account for any interactive effects of combining various provisions. Tax revenues only include revenues from individual income taxes, corporate income taxes, and payroll taxes. Medicare spending is net of offsetting receipts. Defense represents discretionary defense spending.
