From 1990 to 2019, several areas of Omaha saw changes in racial makeup. While development through TIF may be a small factor in the makeup of an area, places that got more TIF money saw both increases and decreases to their percent of racial minority residents. In general, most neighborhoods, especially west of 72nd Street, became more diverse. Areas with the least investment saw both great increases and great decreases, though they remain the most diverse areas in the city.
