H&P Law E-Bike Road Risk Index: All 50 States + D.C. Ranked, 2026

The H&P Law E-Bike Road Risk Index ranks states based on population-adjusted roadway risk using the 2022-2024 annualized motorized-bicycle fatality rate, the average 2023-2024 pedalcyclist fatality rate, and pedalcyclists’ share of all traffic fatalities in 2024. Higher scores indicate greater risk.

Note: Motorized-bicycle fatalities are used as the closest available state-level proxy for e-bike fatalities because federal crash data does not consistently isolate e-bikes by state. All index measures are based on rates or percentages rather than raw fatality totals.
