Mainland council areas only due to very small numbers in island local authorities. Some council areas, such as Highland and Moray, have several zones with zero Covid deaths. Zones with zero deaths have been excluded and for each local authority area the zone with the lowest Covid death rate, excluding zero, is listed. Death rates are CRUDE ie. per 100,000 residents, but not age-standardised.
