These Michigan water systems may have lead service lines, but they have not conducted fifth-liter compliance sampling

The Michigan Lead and Copper Rule requires water systems to sample the 1st and 5th liter at sites with known lead service lines. Note:  "Potential" lead service lines include those with unknown material.
