The Midwest is made whole

Midwest states such as North Dakota and Iowa received more in net farm subsidies than they lost due to the trade war. California, the state that suffered the biggest losses, was actually made worse off by the subsidy program because it paid more into than it got out.

Figure shows how much each state gained or lost from the trade war after factoring in total subsidies and its share of the cost of those subsidies.
