* As part of a complex interaction between the 1991 and 2011 realignments, a portion of 2011 realignment revenue — $1.1 billion per year — is used to fund counties’ 1991 mental health obligations. This frees up $1.1 billion in 1991 mental health realignment revenues that are used to offset the state's General Fund costs for CalWORKs.
