Under California's old blueprint for reopening, L.A. County and many others would be in the most restrictive tier 

This map shows a rolling average of daily cases for the past week. We’ve decided to map the 7-day average instead of new cases reported in a day, as many local health departments have shifted their focus to vaccine reporting and no longer report case counts every day of the week.

*Small counties (those with a population less than 106,000) may be subject to alternate case assessment measures for purposes of tier assignment.
