Lowest-turnout Missouri House districts

Missouri lawmakers are debating whether to change how constitutional amendments are passed, focusing on a proposal to require a majority vote in 82 of 163 state House districts along with a statewide majority. The highlighted districts had the fewest votes cast in the 2022 election and could defeat a ballot measure with much less than half of the statewide vote.
