Cement demand so far in the first half of the fiscal year seems hesitant to rebound--and for good reason too. Construction activity across the country still tells a sobering tale. But this could all very well change as the sector steps into a brand spanking new (or the rebranding of a very old) housing policy that will resuscitate demand for a year or two until the next economic crisis and join the ranks of all the questionable policies in Pakistan that bloom, wilt and die in quick succession of each, without contributing much in any way.
