Which Districts Would Gain or Lose Constituents If Prisoners Were Counted At Home Instead of Prison

The number of constituents in Pennsylvania’s 203 state House districts would change if prisoners were counted in their home addresses instead of the prisons where they are incarcerated. Districts in pink would lose constituents, while those in green would gain them.
