Getting off easy

Over the past five years, prosecutors in North Carolina let more than 200,000 drivers caught going 20 mph or more over the limit plead to having a faulty speedometer. The deals let drivers resolve their speeding cases without losing their licenses or paying higher insurance premiums.

High-speed charges include all cases in which people were charged with driving 20 mph or more over the speed limit.
