Homeowners retreating with FEMA buyouts, 1990- 2017
A review of 27 years of home buyouts through FEMA's Hazard Mitigation Grant Program shows most owner-occupant moves were in the eastern half of the U.S. in counties along rivers or the coast.
An interactive map shows dots ranging in size by the number of FEMA home buyouts within a county. In several states, many of the counties had buyouts during that period, including Pennsylvania, Ohio, Indiana, Iowa, New Jersey, West Virginia and Louisiana. The rollover includes the number of buyouts. Harris County, Texas, near Houston, had the most with 993. Middlesex, NJ, was next with 318. Several Midwestern counties along rivers had more than 50 buyouts.
