Minnesota Medical Assistance enrollment decline between 2017-2019

While non-U.S. citizens make up just 7 percent of people enrolled in Minnesota’s version of Medicaid, they accounted for nearly 40 percent of that program’s enrollment drop across the state over the past three years.
