Favorite Staffing costs incurred, by week

Even after renegotiating lower rates, the city saw a jump in what Favorite Staffing billed through the winter, to cover a surge in sheltered migrants that has since waned.

Weekly amount is figure later invoiced to cover staff supplied that week. To smooth out weekly swings, a four-week average was computed.
