When accounting for providers who maintain a license but do not practice or work part-time hours, Oklahoma's provider adequacy looks worse. For example, Creek County has 54 licensed providers, but about a quarter of them do not practice. By head count, Creek County might appear to have enough providers, but in full-time equivalent, it falls below the standard of 50 per 100,000.
