Over P5 billion had been allocated for flood control projects in Cebu City in a span of nearly a decade.

A lot of these involved creating and improving drainage, rehabilitation and maintenance of existing flood-control structures. And yet, residents and experts agreed that the flooding situation in the city has worsened over the years.
