Lots of interest, but few lots sold

Parties interested in buying vacant lots from the city of Philadelphia often wait years just to get a response. The vast majority of land sale applications – known as expressions of interest or "EOIs" – sit open for at least one to two years. About 15 unresolved applications date back to the creation of the city's online land sale portal in 2012.
