Statewide pretrial jail populations fell 13% immediately after the PFA. As of the end of 2025, pretrial jail populations were still 3% lower.

To determine the immediate change in jail populations, average jail populations from September 2022 to March 2023 (pre-PFA period) were compared to average populations from September 2023 to March 2024 (post-PFA period). To determine longer-term changes, average populations from September 2022 to March 2023 (pre-PFA period) were compared to those from September 2024 to March 2025 (post-PFA period).
