Many disagreements over whether students should have the right to homeless education services arise around major cities like Philadelphia and Pittsburgh, a Public Integrity review of case records involving state officials found.

Cases are attributed to the school district where a student sought to enroll and include those in which Public Integrity could not confirm the filing of a formal appeal. Four cases were excluded from this map because it was not clear where a student sought enrollment or because a student sought to attend an online charter school. Philadelphia is highlighted due to a dispute involving a charter school.
