Which country has the most sanctions against Russia?

The Economics Observatory estimates that thousands of individual, entity and trade sanctions have been implemented worldwide, with the highest number in the United States. Though many of these were put in place in quick succession after the war began, governments have continued to introduce new sanctions on a regular basis.
