Few California cities and counties are on track to hit state-set housing targets, no matter the affordability level

28.6% of California jurisdictions are building at a pace sufficient to hit their state-set planning targets for "above moderate" housing. 10.5% are hitting their "moderate" numbers, 13.4% are hitting their "low income" numbers and just 5.9% are on track to meet their "very low" numbers.

"Very low" equates to housing affordable to households earning less than half of area median income (AMI); "Low" is between 51-80% AMI; "Moderate" is 81-120%; "Above moderate" is above 120%. Each share excludes jurisdictions that were not given a planning target for that affordability category.
