Regional approach to state's stay-at-home order

When a region has fewer than 15 percent of its ICU beds available, new stay-at-home restrictions will be triggered and will stay in effect for at least three weeks. Gov. Gavin Newsom said four regions — all but the Bay Area — could meet that threshold "within a day or two.""
