Cumulative Change in Covered Workers at Small Firms and Policyholders in the Fully Insured Small Group Market, 2013-2024
Small firms are defined as those with fewer than 50 employees in most states and fewer than 100 employees in California, Colorado, New York, and Vermont beginning in 2016. Covered workers may also enroll dependents in their health plans. The divergence between trends in covered workers at small firms and policyholders in the fully insured small group market may suggest that an increasing share of small firms are shifting from fully insured coverage to self-funded or level-funded arrangements. The number of covered workers enrolled at small firms is not statistically different between 2013 and 2024.
