Russian attacks on Ukrainian civilians
The use of drone strikes to target civilians has reached its highest ever level, data shows. Drones were used on civilian targets 2,811 times in 2025 - more than twice the total number from 2022-2024.
Note: 2022 column includes attacks from 24 February to 31 December. 'Other violence' includes remote explosives, sexual violence, abduction, and forced disappearances.
