Chicago spending growth: Budgeted vs. with spending cap

Chicago budgeted corporate fund expenditure growth, minus pensions, versus growth with a spending cap linked to 10-year CPI-U averages. With this cap, Chicago could've saved over $600 million in 2025.  

10-year average CPI-U caps apply to each year individually. Pensions were excluded from cap due to statutory requirements.
