In a handful of sparsely populated states, the majority of businesses received loans, while a slim minority got loans in population centers hit hardest by the pandemic. In North Dakota, Nebraska and South Dakota, more than half of small businesses received loans, compared to less than 20% in New York, New Jersey and Nevada. In California, roughly 15% of businesses received loans.
