Suspending the gas tax benefits the richest and out-of-state residents most while offering little relief at the pump for lower-income North Carolinians.
Estimated share of the $360 million used to suspend the 41 cent-per-gallon motor fuel excise tax through November 30 that each income quintile receives. (The average tax cut is included in parentheses.)
A bar chart showing the share of the roughly $360 million of reserve funding used to suspend the 41 cent-per-gallon gas tax by income quintile. Gas tax savings would depend on how much gas one buys rather than how much one struggles to afford gas. The richest 20 percent of households alone are projected to receive the same share of gas tax savings as the bottom 60% of households. Meanwhile, non-NC residents, including motorists as well as owners and stakeholders of fuel-dependent businesses are expected to receive the largest share of the gas tax cut -- at nearly 40 percent.
