The percentage of students eligible for free meals is a good predictor of 3rd grade reading proficiency

Percentage of 3rd graders Meeting or Exceeding Standards on the SBAC ELA test, compared with the percentage of the district's students who are eligible for free meals.

Exceptional districts are those in the 95th percentile and above when ranked by the difference between their actual proficiency rate and the expected proficiency based on the district's free meal eligibility rate. Districts with fewer than 30 test takers are excluded. The free meal percentage excludes charter schools.
