Federal funds made available for victim services, 1985-2024

The cap on withdrawals decreased by $700 million, or nearly 40%, from fiscal year 2023, when it was $1.9 billion, to fiscal year 2024, where it stands at $1.2 billion. Congress approved the latest cap in March.

From fiscal years 1985 to 1998, deposits to the federal crime victims fund funded crime victim services for the following fiscal year. Since 2000, Congress began setting an annual cap on withdrawals in an effort to stabilize funding.
