If voters pass Proposition 113, Colorado will enter into an agreement with a group of other U.S. states that have committed to awarding their electoral votes in presidential elections to the candidate who wins the popular vote nationwide. The agreement, officially named the National Popular Vote Interstate Compact, would only go into effect once it’s adopted by enough states to form a majority of U.S. electoral votes. Since its inception in 2006, the compact has been joined by 14 other states and the District of Columbia, representing 187 electoral votes; Colorado’s membership would put the agreement nine votes closer to the 270 needed. Democrats in Colorado’s legislature passed a bill to join the National Popular Vote Interstate Compact in 2019.
