In 2018, as part of a declared homelessness emergency, San Francisco allowed the Department of Homelessness and Supportive Housing to issue no-bid contracts for shelter and services. Since 2019, by total dollars, no-bid contracts have accounted for nearly half of HSH's total contracts.
