Americans are ditching US citizenship in droves

Until 2010 about 1,000 people gave up US citizenship each year. That number began to rise markedly in 2013 as onerous new financial reporting requirements for foreign assets took hold. In the first half of this year alone, 5,315 Americans – most of whom live abroad and have citizenship in another country – chose to toss their US passport.

2019's low number of citizenship renunciations is attributed to the US government's inability to process requests due to lack of funds and personnel, not a reduction in applications.
